On December 18, 2025, Governor Ned Lamont announced that the Connecticut Department of Energy and Environmental Protection (DEEP) will administer the new $18 million Housing Environmental Improvement Revolving Loan and Grant Fund. Of this, $6 million is dedicated to remediation in low-income single-family homes (1-4 units) to address health and safety barriers that often disqualify homes from receiving weatherization and energy efficiency upgrades and $12 million is allocated for loans supporting comprehensive energy efficiency, electrification, and related upgrades in affordable multifamily housing (5+ units). This funding will also support energy-related pre-development activities, technical assistance, and associated rehabilitation to enable energy improvements.
DEEP Commissioner Katie Dykes spoke to the key role that the program will play in addressing affordability across the state, “The Housing Environmental Improvement Revolving Loan and Grant Fund builds on DEEP’s commitment to addressing high utility costs for low-income residents. With housing and utility costs rising, this funding is essential to help residents and developers, who live in or own low income single and multifamily buildings, access weatherization and energy efficiency measures that can lower utility bills, increase comfort and safety, and keep housing costs affordable.”
The design of the Housing Environmental Improvement Revolving Loan and Grant Fund was informed in part through a Request for Information for public input and series of DEEP-led Affordable Multifamily Stakeholder Roundtables that highlighted key challenges and considerations for affordable housing across the state. The barrier remediation program will succeed the recently retired Residential Energy Preparation Services program that provided up to $31,400 per income-eligible household to conduct barrier remediation work and qualified homes for weatherization services through the Weatherization Assistance Program or Eversource Income-Eligible Home Energy Solutions program.
